Arie ,. The link is correct and opens in IE9 and FF 3. Works in IE8 for me. I wouldn't use chrome so I don't know about it. I am using IE8 and it does not open for me. Not too sure why it worked. Its a good work around, it also helped with my instal of Visual Studio It hung up during the installation and I had to hard restart, clear the folders again, and the instal completed normally the second time around.

My guess is that Windows 10 is not allowing you permission to write to these folders or write over files in said folders even with administrator permissions. You could aslomove the folder or rename it if you do not want to lose the instal shield information but there really is no reason to keep them.
